CDEA is on the Proposition 65 list because it can cause cancer. The Cosmetic Ingredient Review (CIR) Board says that CDEA should not be used in cosmetics and personal care products containing nitrosating agents. However, the CIR Expert Panel concluded that CDEA is safe when used in rinse-off products.
